The honorable manager of festival has given out the below text due to many questions asked by participants about judging rules and conditions of sending  and receiving back works, because of getting closer to deadline of sending works.

With great thanks to all Mustafaian because of their passionate presence in Tooba festival and thanks to secretariat friends, I hereby consider telling that all rules and conditions are available in three-language brochures and judgments will be executed with constraints mentioned in brochures.

 Sending works with festival participation worksheet would mean acceptance of festival rules and therefore secretariat would be in charge of deciding on casual unexpected cases.

Owners of works in Qom city and in different fields must personally, and with proper identification cards, refer to secretariat authorities to receive their works from 1390 Esfand 15^th (2012 March 5^th) to 1391 Farvardin 1^st(2012 March 20^th). Participants in other cities must refer to cultural deputies during mentioned days and receive their works. If participants fail to refer to mentioned places, only owners of works are responsible for any deficiencies or damages.
